Reimagining a new tomorrow

The experience of unhoused individuals and families in San Francisco is extremely complicated. This might not be a problem if the system were consistently housing people. However, the system’s complexity allows many to fall through the cracks. The process is confusing, overwhelming, and inconsistent, and the governance structures reflect this same level of complexity. Opportunities to prevent homelessness are often obscured by administrative barriers, resulting in fewer people finding secure housing and lasting stability, as shown in the following graphics.

This report offers 12 recommendations that, combined into a workable plan, could address San Francisco's homelessness crisis. Each proposal includes specific, measurable targets to ensure accountability and track progress. However, the success of this plan depends on a profound change in the way the City’s political leaders manage the challenge. It will require leadership that demands clear plans and goals and is relentless about achieving them.
